Tender for Community Work Consultancy Services Traveller Organisation in Dublin 17
1. Introduction
The D17 Traveller Network is seeking an experienced community worker to work on a consultancy basis to lead a project to create the foundations for the establishment of a Traveller organisation in the Dublin 17 area.
The community worker will work closely with stakeholders, community members, and relevant agencies to develop a sustainable and representative organisation that addresses the needs and aspirations of the Traveller community.
2. Project Objectives
The primary objectives of this project are:
- To co-ordinate and ensure effective communication with and between the host organisations and the existing projects – Traveller Primary Health Care Project, Drugs and Alcohol Project, Community Employment, Accommodation and Administration.
- To work with the existing programmes and host organisations to support a comprehensive communication/consultation process with the Traveller community in Dublin 17.
- To facilitate discussions with key stakeholders, including the local authority, agencies, funders, service providers, and advocacy groups.

- To make recommendations for the development of a strategic plan for the newly formed organisation, including governance, funding, and operational models.

3. Scope of Work
The community worker will be required to:
- Design and implement a consultation framework that ensures inclusive participation of Travellers in Dublin 17.
- With the host organisations and the programmes, support and facilitate community meetings, focus groups, and one-on-one interviews with key stakeholders.
- based on the above, identify key priorities and challenges faced by Travellers in the local area and actions required (immediate, short and long-term)
- Manage the establishment of the organisation, including governance structures, legal framework, and financial planning.
- Provide recommendations for long-term sustainability and strategic development.
4. Deliverables
The community worker is expected to deliver:
- Ongoing reporting to working group and host organisations.
- A comprehensive consultation report outlining findings and community priorities.
- A governance and organisational structure proposal.
- Recommendations for a strategic plan for the organisation, including funding and operational guidelines.
- A final project report summarising outcomes, recommendations, and next steps.
5. Qualifications and Experience
The successful consultant must demonstrate:
- Extensive experience in community work, community consultation and engagement.
- Proven expertise in project management, particularly in the non-profit or community sector.
- Knowledge of Traveller rights, culture, and socio-economic issues.
- Experience in organisational development and governance structures.
- Excellent facilitation and communication skills.
6. Timeline
The project is expected to be completed within a timeframe of 6 months. A detailed work plan should be provided by the consultant upon commencement.
7. Budget
A budget of €25,000 has been allocated for this project.
8. Submission Requirements

- A detailed proposal outlining their approach, methodology, and work plan.
- A financial proposal, including all costs and fees.
- CV(s) of key personnel involved in the project.
- Evidence of relevant experience, including examples of similar projects.
- References from previous clients.
9. Selection Criteria
Proposals will be evaluated based on:
- Relevant experience and qualifications.
- Quality and feasibility of the proposed methodology.
- Cost-effectiveness and value for money.
- Understanding of the Traveller community and associated issues.
