Consultant Required 

Genio will recruit a consultant to lead the development of Development of a Social Inclusion Engagement Framework with a view to completion within 6-8 months. The selected consultant will work directly with the HSE National Social Inclusion Office (NSIO) and report to Genio for the duration of the contract. The selected consultant will link in with the Genio programmes, in particular the work focused on strengthening lived experience across sectors to ensure cross-learning. 

The purpose of this project is to develop a Social Inclusion Engagement Framework with input from People with Lived Experience (PWLE) informed by the recently published report Meaningful Involvement in Services in Health and Social Care - Towards an Inclusive and Effective Public and Patient Engagement Strategy for Lived Experience Populations Facing Inequality by University of Galway by using learnings that are applicable to all Health Service Executive Social (HSE) Social Inclusion (SI) groups outlined below, from now on referred to as HSE SI groups:

  • People who are experiencing homelessness;
  • People who use drugs and alcohol in a harmful way;
  • Vulnerable migrants, refugees, Beneficiaries of Temporary Protection (BOTPs) and international protection applicants;
  • Traveller and Roma communities;
  • Lesbian, gay, bisexual, transgender and intersex (LGBTI+) people;
  • People who experience domestic, sexual and gender-based violence (DSGBV) and Human Trafficking.

  • Ability to engage with a range of stakeholders and cross-sectoral departments 
  • Ability to convene meetings, focus groups and to develop contacts and networks on own initiative i.e. independently of the NSIO and Genio 
  • Multi-platform communication skills 
  • Strong research skills 
  • Self-motivated 
  • Excellent professional writing skills 
  • Examples of previous work with people with lived experience of inequality and exclusion, which influenced practice 
  • Cultural competency and trauma-informed care experience, specifically for working with diverse groups 
  • Ability to work closely with people who use services and staff to develop practical, implementable plans 
  • Strong analytical skills, experience implementing recommendations from research to actionable projects etc. 

Timeline: 6 - 8 months (full-time) 

Budget: €40,000 

Deliverables: 

The requirement is to design a ready to publish document setting out an engagement framework with the following components: 

  • General scoping of Partnership initiatives, groups and frameworks in the HSE • Training Needs Analysis 
  • Evidence based best practice examples and guidelines for involving HSE SI groups in all levels from design, development, implementation to monitoring and evaluation 
  • An implementation plan with measurable indicators
