Call for Evaluators 2025-2027

Léargas wishes to renew its panel of external evaluators for the Erasmus+ and European Social Corps programmes in Ireland for the period 2025-2027.

Background Information 

Léargas is the National Agency for Erasmus+ in Adult Education, School Education, Vocational Education and Training, Youth and Sport and for the European Social Corps programme.

Erasmus+ is the European Union programme for education, training, youth and sport, running from 2021 to 2027. It has a budget of €26.2 billion for all of Europe to fund learning mobility and cross-border cooperation projects for ten million Europeans of all ages and all backgrounds.

European Solidarity Corps (ESC) funds and supports young people aged between 18 and 30 from EU member states to volunteer or self-organise projects that benefit communities. Young people can volunteer at home or abroad through the Volunteering Projects and Solidarity Projects strands.

We are inviting applications from suitably qualified and experienced independent experts to carry out quality assessments of applications and reports for:

  • Erasmus + Key Action 1 (Mobility, all Fields including adult education, school education, vocational education and training, youth and sport).
  • Erasmus + Key Action 2 (Partnerships for Cooperation, all Fields including adult education, school education, vocational education and training, youth and sport).
  • European Solidarity Corps.

Our experts carry an important role to ensure a fair, impartial, consistent and accurate assessment of applications and projects according to the objectives and policy priorities of the concerned action and field, as well as the criteria set out in the calls for proposals.

To prepare your application, we strongly recommended that you review the  Erasmus+ Programme Guide and/or the ESC Programme Guide, with particular focus on the programmes’ priorities. In order to fully understand the role of the evaluator in the application and selection process in the Erasmus + programme, we also recommend that you refer to the Erasmus+ Guide for Experts on Quality Assessment 2024.

Evaluators are expected to their appointment to this panel confidential and not to advertise or promote their involvement in the panel of External evaluations in the interests of ensuring the integrity of the external evaluator process. They are required to notify Léargas immediately of any actual or potential conflict of interest that would or could prevent an impartial or objective evaluation of particular applications or reports.

Completed forms must be received by midnight (GMT) on Monday 28th October 2024.

Please note: Should the need arise, Léargas reserves the right to add suitably qualified evaluators to the panel. While this call intends to support the completion of the current programme lifecycle in 2027, we reserve the right for the current panel to be extended into 2028 to support a smooth transition to the future programmes.

Salary Scale 

External evaluators appointed by Léargas to the panel will be paid a fee ranging from €120 to €450 per application or report, depending on type, size and budget. Fees are not paid for annual briefing/debriefing meetings, and expenses associated with undertaking evaluations are not refunded.
