Background

HSE Social inclusion aims to reduce inequalities in health and improve access to mainstream and targeted health services for vulnerable and excluded groups in Ireland. HSE Social Inclusion provides a range of services to support vulnerable groups, including people who use drugs and alcohol.

SAOR Screening and Brief Intervention for Problem Alcohol and Substance Use (2017) is a step-by-step guide for practice developed in response to problem alcohol and other drug use. Originally developed in 2009 for alcohol in hospital emergency settings, the successful application of the model led to the addition of problem drug use and the promotion and use of the model in a wide variety of settings, including community, statutory, voluntary, justice and education services.

SAOR is a brief intervention model which uses a person-centred approach based on Motivational Interviewing to have a conversation with a person about their drug or alcohol use. SAOR supports workers from their first point of contact with a person to enable them to deliver brief interventions and to facilitate those presenting with more complex needs with entry into specialist services.

A key priority for the HSE National Social Inclusion Office is to support and report on the implementation of the SAOR programme, including supporting the delivery of SAOR training nationally.

Current SAOR trainers are from a range of sectors including the HSE, other statutory agencies and the community and voluntary sector. To date, people have been trained to deliver a SAOR screening and brief intervention in Universities, the Probation Service, the Garda Síochána, public health services, acute care settings, sports clubs, women’s services, homeless services, TUSLA and many other settings. By following this model, many professionals and volunteers have been given the confidence and competence to screen for problem alcohol and drug use and either engage in a brief intervention or refer to specialist services.

The HSE National Social Inclusion Office is now looking to support existing SAOR trainers and train new SAOR Trainers.

Scope

Submissions are invited on

  1. The delivery of a SAOR Train the Trainer Programme for 18 participants.
  2. The delivery of a 1-day training refresher training course for existing SAOR trainers.
  3. Pre and post evaluation of training (knowledge, skills, behaviour and impact) including a 6-month post training follow up.

Submissions should include a proposal outlining how training will be delivered including fidelity to and complementing SAOR (2017), the SAOR training pack and the SAOR eLearning. Submissions should also detail a per-diem cost (including VAT) for each element and approximate venue and travel costs where necessary.

The Train the Trainer Programme should include the following:

  1. 1-day SAOR (2017) training programme
  2. Delivery of Motivational Interviewing (Note: MI training must be delivered by a member of the Motivational Interviewing Network of Trainers (MINT))
  3. Support and supervision of participants practice days
  4. Support the reflective practice of participants including delivery of verbal and written feedback to participants post training
  5. Provide feedback to the National Social Inclusion Office and make a recommendation on the suitability of participants to deliver SAOR post training.

The evaluation of training should include:

  1. Pre and post evaluation of training (knowledge, skills, behaviour and impact) including a 6-month post training follow up.
  2. Evaluation of training report to the National Social Inclusion Office.

Participants for the Train the Trainer Programme will be recruited by the National SAOR Coordinator. Training participants will be required to have experience of delivering training and to have completed the SAOR eLearning Programme on HSELand. It is anticipated that up to 18 participants will take part in the Train the Trainer Programme, up to 35 on the refresher training.

All other course administration will be the responsibility of the successful applicant.

The development and delivery of training must begin by Q4 2024. The pre and post evaluation of training will be in line with this timeline, with the post evaluation of training ending approx. six months after the completion of the Train the Trainer programme.

Submission process and assessment

Submissions are invited and will be assessed by the HSE National Addiction Training Programme on the following basis:

  1. Meets the scope of the tender
  2. Experience in the delivery of SAOR training
  3. Experience in the delivery of Motivational Interviewing training
  4. Experience in the delivery of training in the health and addiction sector
  5. Experience of evaluating training in the health and addiction sector
  6. Experience of proactively engaging in reflective practice
  7. Evidence of previous relevant work
  8. Timeline for the delivery of the two training programmes
  9. Timeline for the evaluation of training
  10. Value for money (all quotes to be inclusive of VAT)

Submissions from individuals and groups are welcome. Group submissions must include details for each member of which roles they will undertake to deliver as part of the tender and their qualifications/experience to do so.
