Project Overview: 

As part of the Healthy Ireland Fund in Kilkenny, Newpark Family Resource Centre are seeking proposals from qualified researchers to conduct a comprehensive health needs analysis for Kilkenny City with a focus on demographic social inclusion, health needs, and targeting disadvantaged areas within the eastern Environs of Kilkenny City. The purpose of this research is to provide valuable insights into the health disparities and needs of our community, particularly in areas experiencing socio-economic disadvantage. The Board of Management of Newpark FRC in collaboration with Kilkenny LCDC will have oversight of the Health Needs Analysis

Scope of Work: 

The selected researcher will be responsible for the following tasks:

  1. Demographic Analysis(Desk Research- Phase 1)
    • Conduct an in-depth analysis of the demographic composition of the Eastern Environs of Kilkenny City with comparative data for Kilkenny City
    • Identify and analyse trends in population growth, migration patterns, and urbanisation within the city and its urban areas.
      • Boundary Map of defined area
      • Total population of the area
      • Population trends -increase decrease
      • Age breakdown
      • Dependency ratio
      • Gender
  2. Social Inclusion (Desk Research – Phase 1 and Qualitative methods-phase 2) :
    • Evaluate the level of social inclusion within the community, focusing on factors such as access to healthcare services, deprivation, education, employment opportunities, housing, and community participation. (Desk Research)
    • Identify barriers to social inclusion faced by marginalised groups, including but not limited to ethnic minorities, migrants, refugees, persons with disabilities, Lone Parents and LGBTQ+ individuals. (Qualitative Methods)
  3. Health Needs Analysis:
    • Assess the prevalent health issues (including physical and mental health) and challenges affecting residents of the Eastern Environs and its urban areas. Identify priority health needs based on prevalence, severity, and impact on disadvantaged populations. (Desk Research & part of the Qualitative process)
  4. Disadvantaged Target Areas:
    • Identify specific geographical areas within the Eastern Environs that are characterized by socio-economic disadvantage, such as poverty, unemployment, housing, and access to healthcare services/provision of services. (Desk Research)
    • Analyse the unique health needs and challenges faced by residents of these disadvantaged areas, with a focus on developing targeted interventions and support mechanisms. (qualitative)

Deliverables: 

Upon completion of the research, the researcher will be required to deliver the following:

  • Comprehensive report summarising the findings of the health needs analysis, including demographic insights, social inclusion assessment, and targeted recommendations for addressing health disparities.
  • Presentation of key findings to the stakeholder group, including; healthcare providers, community organisations, Kilkenny County Council, Health Promotion-HSE, Kilkenny Leader Partnership, Childcare settings, Youth Organisations, An Garda, Disability Settings, Local Residents and community groups
  • Supplementary materials, such as data visualisations, infographics, and maps, to enhance understanding and dissemination of the research findings.

Timeline: 

The proposed timeline for this project is July 2024 – October 2024 with flexibility for adjustments as needed. The researcher should provide a detailed schedule outlining key milestones and deliverable deadlines. The deadline for the Desk Research will be August 2024 and phase two October 2024.

Budget:

Interested researchers should submit a detailed budget proposal outlining the anticipated costs associated with conducting the health needs analysis desk research, qualitative process including , travel, and other expenses. The total budget for this project is €7,000

  • Researcher's qualifications and relevant experience
  • Methodological approach to conducting the health needs analysis
  • Detailed budget proposal. Cost breakdown should include an hourly rate, half day rate and full day.
  • Proposed timeline for completing the project
  • Any additional information or supporting documents

Evaluation Criteria: 

Proposals will be evaluated based on the following criteria:

  • Qualifications and experience of the researcher/team
  • Methodological approach of the proposal
  • Relevance of the budget proposal to the scope of work
  • Feasibility of the proposed timeline
  • Demonstrated understanding of the unique health needs and challenges facing Kilkenny City
