Invitation
AsIAm is inviting qualified legal services to submit a quote to lead out on our legal referral clinics on a 12-month contract. The referrals will take place in-person or online, taking into consideration the preference of the client. These include referrals from AsIAm’s recently developed One-Stop-Shops.
The legal referral clinics will provide initial professional advice on a broad range of legal topics affecting the autism community including education, healthcare, social protection, disability and employment law matters inter alia.
In addition to a monthly clinic, the successful service will provide ongoing advice and guidance, as and when required, and training workshops on key legal topics relating to casework topics the AsIAm team receives, for example updates on key educational legislative changes or updates on social welfare law inter alia.
Current structure of the legal clinics:
- Referral sent from AsIAm on behalf of community member
- Application processed by legal services in a timely manner
- Invitation issued by legal services provider to meet with client in-person or online
- Referral documentation update sent back to AsIAm (where consent is received on same)
- Actions referenced within consultation are identified with the legal service provider and community member with any follow up objectives actioned.
The appointed contractor will:
- Be an appropriately qualified solicitor or solicitor firm registered with the Law Society of Ireland.
- Demonstrate a deep knowledge of disability related legislation and government programmes
- Demonstrate a track record in effective advocacy on behalf of Autistic people and families and a deep understanding of the issues facing community members
- Be in a position, following an initial consultation, to offer further legal services, on a paid or no-win-no-fee basis, to referrals
- Cooperate with AsIAm team members on a regular basis in relation to legal queries as they arise
- Provide advice and guidance to AsIAm staff members in the form of advice on relevant legal policy issues and training on understanding relevant aspects of law
- Have in place an appropriate administrative assistant to assist with the processing of legal referrals.
- Provide updates on the outcomes of the legal referrals where consent is given
- Be neuro-affirmative in your approach when engaging with Autistic community members.
Budget
Proposals should not exceed €10,000 (including VAT)
Timeframe
Legal clinic referrals will commence from the 1st January 2025 and conclude on December 31st, 2025.
Quotation details
Applicants are invited to submit a proposal, no more than two pages, outlining how they are best placed to meet the requirements set out, within the budget available.
Applicants should explicitly provide:
- A break-down of cost for the delivery of the service
- Details of relevant experience
- Details of capacity and suitability to the role
- Confirmation of compliance with all relevant regulatory requirements including GDPR, child protection and tax
- A list of key deliverables
Assessment of quotations
AsIAm will review all applications received against the following criteria:
- Value for money
- Quality of Proposal
- Demonstration of experience
- Demonstration of capacity and suitability
- Compliance with regulatory requirements
- Proposed deliverables
- Overall fit
AsIAm will notify the successful applicant and request a Service Level Agreement, which will be binding upon both parties for a 12-month period.
Conflicts of interest/loyalty
Should any conflict of interest or loyalty which may prevent you from delivering this contract exist, please notify us of this consideration prior to submitting an application. Based on this notification, we can advise you on how best to proceed in terms of your application and/or notify personnel considering your application in advance.
