Invitation to tender to develop a strategic plan for the development of a Universal Home Visiting Programme

Youngballymun is part of the national Area-Based Childhood (ABC) programme focused on improving wellbeing and learning outcomes for children. The ABC Programme aims to break the cycle of child poverty in areas where children are most disadvantaged, using evidence based programmes and supporting integrated effective service delivery.

Youngballymun, as part of its strategic plan 2022-2027 names the implementation of an Early Childhood Universal Home Visiting Programme as a core objective.

Youngballymun wish to appoint consultant(s) to support us develop a strategic plan for the development of a Home Visiting Programme to address this objective

The strategic plan will:

  • Investigate the local policy context for the implementation of a progamme in Ballymun.
  • Investigate the local infrastructure which will serve as the foundation the programme will develop on.
  • Map infant and early childhood services in Ballymun with support from the Infant Mental Health steering Group
  • Assess local need for Early Childhood Home Visiting and the training needs of those supporting the home visiting programme.
  • Provide an analysis of the infrastructure needed to reach 30% of eligible families in Ballymun.
  • Provide an analysis of specific needs in the community, including the needs of Traveller families, families living in homelessness, migrant families and families impacted by domestic violence.
  • Include a plan for sustainability
  • Consider data systems to support the collection of data and evidence.
