Centre for Cross Border Studies: Invitation to Tender

The Centre wishes to appoint a contractor to undertake research and produce an interim report and final report on its project, S2@25: Capturing and transferring the knowledge of the Strand 2 implementation bodies for improved cooperation and cooperation governance.

Interested contractors are invited to submit responses to this tender by 5pm on 28 June 2024. Guidelines for responses to the tender are set out within this document.

The S2@25 project is a twenty-four month cross-border project supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB), and is being delivered by CCBS (Lead Partner), Atlantic Technological University (Partner) and the North South Implementation Bodies (NSIBs, Associated Partners) established under Strand 2 of the Belfast/Good Friday Agreement.

The purpose of the work to be undertaken by the successful contractor is to record and reflect on:

  • The collective economic, social, environmental and North-South cooperation impacts achieved by the North/South Implementation Bodies (NSIBs)
  • Examples of best practice in their cross-border and all-island operations and
  • Examples of solutions found to overcome obstacles

The maximum available budget for this work is €50,000/£42,500 (inclusive of VAT and expenses incurred), with the work expected to commence in mid-July 2024 (with the delivery by CCBS of supporting documentation to the contractor and a project initiation meeting) and to be completed by October 2024. The contractor is asked to provide a fixed costing (inclusive of VAT).

Please note that, having received from SEUPB a letter of approval of the application for funding, CCBS is inviting tenders in anticipation of a Letter of Offer (LoO) through the PEACEPLUS programme which we expect to receive following completion of SEUPB’s preLoO processes. This means that the project will only formally commence once the LoO 1 has been received, and in the event that no LoO is forthcoming, the project will not proceed.
