Invitation to Tender for Social / Community Research in Cabra (Dublin 7)

Dublin Northwest Partnership (DNP), in collaboration with networks within the Cabra area seeks submissions from suitably qualified researchers to conduct a targeted piece of research focusing on opportunities for communities in Cabra, with a particular focus on Cabra West B.

Background to the Area

Cabra is a suburban area northwest of Dublin city centre which is characterised by diverse scores on Pobal’s HP Deprivation Index. While parts of Cabra are classified as affluent other areas are disadvantaged or very disadvantaged.

Purpose of the Research

The purpose of this research is to gather data and evidence as to the needs of the Cabra area. This research will map existing community resources, identify gaps and engage with local people to identify their needs, interest and enhance leadership. The research will be published and will be a tool to support funding applications for collaborative projects.

In commissioning the research, Dublin Northwest Partnership wishes to utilise both quantitative and qualitative research methods. It is anticipated that the researchers/s will assess available demographic data to develop a holistic picture of the area and facilitate qualitative research with the community.

Using innovative/participatory research methodologies, the scope of this research is defined as:

  • Conduct a profile of the geographical area
  • Compile a socio demographic profile of the population
  • Map the existing service provision and profile of services available
  • Through collating data from residents and key stakeholders identify the main social issues affecting residents in the area
  • Explore the need for community spaces/services in the area
  • Map the existing assets and capabilities within the community

Other Considerations

Timeframe

Commencing in August 2024, to be completed by December 2024

Milestones:

Months 1 - 2: completion of initial research and first draft of the report
Months 3 – 4: consultation and incorporation of feedback
Month 5 - Final report

Oversight Committee

An oversight committee will meet with and support the successful candidate in implementing the research. It is anticipated that four meetings will take place at critical times in the research cycle. These may include but are not limited to:

  • Completion/Review of desk-based research, and qualitative/creative proposal
  • Review of initial findings, draft report headings
  • Review of final report

Budget and Payment

  • A maximum of 12,000 euro (inclusive of VAT) will be made available to complete this research and this should include all costs such as fees, administration costs and expenses incurred
  • Quotation: a quotation should be provided as part of the tender response
  • Payment will be made in two (2) instalments upon completion of agreed milestones - Proof of Tax Clearance is required

Selection Criteria

Suitably qualified applicants are invited to submit a detailed response addressing each element of the (6) selection criteria as noted below and submit a CV detailing their experience and qualifications. Applicants should also provide at least three references to support previous work and samples or links to work and websites.

  1. Experience of innovative participatory research methodologies.
  2. Experience of writing high quality research reports for multi-sectoral audiences.
  3. Experience of engaging with diverse communities.
  4. Outline your deliverables and timelines for each element of the research as outlined in the proposal.
  5. Cost for Delivery of the research (please itemise per element).

Dublin Northwest Partnership will review all completed applications and will appoint the provider on a consultancy basis.

Reporting: The consultant will report directly to a research committee comprising DNP and relevant stakeholders.
