Quotation Request for the delivery of ESOL courses to new arrivals

Introduction

Monaghan Integrated Development (MID) is a Local Development Company funded by the Irish Government and charged with the delivery of a range of programmes whose aim is to support specific target groups with a view to making a positive difference in their lives. A core role of MID is to promote social inclusion, support enterprise development and employment creation, enable access to education, training and lifelong learning and assist communities in identifying needs and developing local solutions.

The Social Inclusion and Community Activation Programme (SICAP) 2024 – 2028 provides funding to tackle poverty and social exclusion at a local level through local engagement and partnerships between disadvantaged individuals, community organisations and public sector agencies. SICAP has two programme goals:

Goal 1: Supporting Communities

To support communities and target groups to engage with relevant stakeholders in identifying and addressing social exclusion and equality issues, developing the capacity of Local Community Groups, and creating more sustainable communities.

Goal 2: Supporting Individuals

To support disadvantaged individuals to improve the quality of their lives through the provision of lifelong learning and labour market supports.


Project Objectives

Under the 2024 SICAP Programme, we are offering clients the opportunity to partake in English classes that is beneficial for further employment, education and social inclusion.

We propose to deliver a minimum of 2 ESOL courses for Elementary level students until the end of 2024 in two areas of County Monaghan. One course in Clones and one course in Carrickmacross. Additional courses may be offered subject to demand.

Programme Details

Each ESOL course will cover:

  • A preliminary evaluation of your current proficiency in English
  • Organized English language lessons designed to enhance grammar, vocabulary and spelling, while building people’s confidence and fluency in speaking, listening, reading and writing.
  • An opportunity to prepare for working towards a qualification to advance English language skills.
  • Opportunities to practice English in daily life.
  • Engaging language instruction that stimulates discussion and critical thinking, using experiences and language needs as the foundation for learning.
  • Chances to boost confidence by applying English in unfamiliar situations.

Submission of Quotation

Please note: for your quotation to be considered, it must include the following:

  • Quotation to be submitted based on the cost of delivery of one ESOL class - 1 x 3 hour session (each course will consist of either 6 or 8 classes depending on time available).
  • Outline of proposed delivery method.
  • Quotations to include all costs associated with the delivery of the programme (MID will provide venue and participants).
  • Applications should show:
    • Outline of previous work similar
    • Names of 2 independent and suitably qualified referees
    • Evidence of relevant qualifications of programme deliverer.
  • All quotations to be in Euro(€).
  • All quotations to show the overall price inclusive and exclusive of VAT
  • Monaghan Integrated Development shall not accept any responsibility for any expenses or loss which may be incurred in the preparation of a quotation.
  • Evidence of adequate insurance in place (Professional/Public Liability as appropriate)
  • Agreement to adhere to the SICAP Code of Conduct

While the quotation is based on the cost of delivery of one three-hour class, as stated each course will consist of 6 or 8 classes delivered before the end of the 2024.

Please note that MID will establish a panel of providers. The highest scoring quotation will be placed 1st on the panel and offered the opportunity to deliver all the ESOL sessions throughout 2024. In the event they are unable to deliver all the sessions, the remaining sessions will be offered to the next placed provider on the panel.

Scoring Criteria:

Quotation proposals received will be scored according to the following criteria:

  • Proposed cost of delivery (60 marks)
  • Programme content (20 marks)
  • Relevant qualifications (10 marks)
  • Evidence of Insurance (10 marks)

Please note that in the event of only 1 quotation being received, a minimum score of 60 marks must be achieved for a contract to be issued.
