RECEPTION CONDITIONS AND QUALITY STANDARDS IN INTERNATIONAL PROTECTION APPLICANT ACCOMMODATION

ABOUT DORAS: Doras is an independent, non-profit, non-governmental organisation working to promote and protect human rights since the year 2000. Our mission is to promote and protect the rights of migrants and refugees in Ireland through direct support, awareness raising and advocacy.

RESEARCH TITLE: Analysis of Reception Conditions and Quality Standards in International Protection Applicant Accommodation

OVERVIEW OF RESEARCH PROJECT: Doras has been awarded project funding by the Irish Human Rights and Equality Commission (IHREC) to undertake a participatory and peer-led research project that seeks to assess the availability and appropriateness of reception conditions and other supports in reception and accommodation centres for international protection applicants (IPAs) across Ireland. The research will compare the material reception conditions in permanent Direct Provision centres with other accommodation centres operating on a temporary and emergency basis.

The recommendations arising from this research will help to inform the improvement of policy and practice regarding minimum standards in and independent inspections of IPAS accommodation. Furthermore, this research project aims to build the capacity of IPA’s to self-advocate, providing IPA’s with information and tools to advocate for access to acceptable and improved reception conditions.

Doras is now seeking tender proposals from suitably qualified, experienced researchers to manage and deliver on this project. The researcher will also be expected to train and recruit a team of peer-researchers to undertake focus groups with people who have lived experience of the international protection process.

TIMEFRAME: Completed by August 2024

BUDGET: A maximum fixed sum of €8,000, plus additional expenses for peer-research assistants to be covered by Doras

DUTIES & RESPONSIBILITIES

The successful candidate will have the following tasks:

  • Preliminary survey design
  • Recruit and train peer-researcher assistants with lived experience of the international protection process
  • Piloting of survey with peer-research assistant team
  • Survey dissemination and data gathering
  • Support and manage the team of peer-research assistants to facilitate focus groups and co-develop information resources and tools
  • Produce final report with recommendations for policy and practice

KEY OUTPUTS:

  • Survey design, delivery and analysis
  • Recruit and manage peer-research assistants
  • Oversee and support peer-research assistants to facilitate focus groups
  • Final report with recommendations

PERSON SPECIFICATION: SKILLS & EXPERIENCE

  • Proven research skills and experience in undertaking independent research projects
  • Research experience in the area of migrant rights and/or criminal justice issues
  • Experience in participatory and/or peer-research methods
  • Ability to translate research findings into recommendations
  • Strong organisational and project management skills, with the ability to manage and prioritise workload
