Title: Clinical Manager

Duration: Fixed Term contract to 31st July 2025

Salary: €28,000 - €32,000, 14 hours per week
This role is assigned to the Job Family of: Senior Manager. The Irish Red Cross has 6 Job Families: Secretary General; Senior Manager; Programme/Project Manager; Coordinator; Development, & Admin; Administration.

Reporting to: Operation Manager

BACKGROUND INFORMATION

This role will oversee the clinical services in two European Union funded programmes, AMIF & EU4Health.

Programme 1: AMIF programme

The Irish Red Cross is actively engaged in the Asylum, Migration and Integration Fund (AMIF) programme, funded by the European Commission, to promote efficient management of migration flows and strengthen the EU's approach to asylum and immigration. Running from 2021-2027, our focus aligns with AMIF's second objective: "Legal migration and integration: supporting legal migration to EU States in line with the labour market needs and promoting the effective integration of non-EU nationals". Through this programme, we aim to provide crucial support for migrants and refugees in their integration process.

Programme 2: EU4Health

As part of a comprehensive mental health, funded by the European Commission, project managed by the International Federation of Red Cross and Red Crescent Societies (IFRC), the Irish Red Cross is collaborating with 28 other National Societies across Europe to support Ukrainians. This EU4Health initiative involves expanding our Narrative Exposure Therapy (NET) clinical support service by adding five new therapists, broadening Psychological First Aid (PFA) trainings, and introducing Self Help Plus and Problem Management Plus as new trainings.

SUMMARY OF ROLE

We are seeking an experienced Clinical Manager to oversee the implementation of Narrative Exposure Therapy (NET) within our AMIF and EU4Health project’s. Supporting up to 12 therapists, the successful candidate will ensure high-quality clinical support, compliance with Irish legal parameters for psychotherapists, and effective coordination with project stakeholders.

ROLE RESPONSIBILITIES

Leadership and Management

  • Provide line management to up to 12 therapists
  • Contribute to strategic planning and decision-making for the project and wider IRC mental health services

Clinical Oversight and Quality Assurance:

  • Ensure therapists correctly apply the NET approach and follow Irish psychotherapeutic best practices
  • Monitor and supervise service care pathways, ensuring compliance with Irish legal parameters for psychotherapists
  • Provide clinical guidance and support to the therapy team
  • Coordinate with the therapist supervisor to address therapists' needs and professional development
  • Stay informed about current research and best practices in trauma-informed care and psychotherapy

Training and Development

  • Train new therapists in the NET approach and methodology
  • Develop and implement new therapeutic treatment modalities and service initiatives
  • Through clinical meetings, provide ongoing professional development opportunities for the therapy team

Project Management and Coordination

  • Collaborate with the project manager’s and IRC senior management to ensure project activities are achieved on time and with high quality
  • Participate in resource planning and management for efficient service delivery
  • Contribute to project reporting and evaluation processes
  • Proactively provide suggestions for improving the NET approach and overall service delivery

Stakeholder Engagement and Advocacy

  • Present mental health needs of beneficiaries to HSE and local authorities in relevant meetings
  • Develop and maintain relationships with key stakeholders in the mental health sector
  • Advocate for the mental health needs of project beneficiaries

Recruitment and Team Development

  • Support the recruitment process for new therapists
  • Foster a positive team culture and promote professional growth within the therapy team

ROLE REQUIREMENTS

Essential Criteria

  • Master's degree in Clinical Psychology, Counselling and Psychotherapy, or related field
  • Active member of IACP or another relevant group in Ireland
  • Minimum 20 years of experience in clinical practice
  • Experienced in managing and developing Narrative Exposure Therapy (NET)
  • Experience working with trauma survivors, preferably including refugees or displaced populations
  • Thorough understanding of Irish legal and ethical frameworks for psychotherapists
  • Proven track record in project management and stakeholder coordination
  • Excellent leadership and team management skills

Desirable Criteria

  • Prior experience with Red Cross or another NGO or charity sector organisation

This is a remote employment role with frequent travel within Ireland related to project activities and regular travel to the Irish Red Cross Head Office in Dublin for project coordination meetings.
